The current administration, worried about the removal and failure of our exports to increase as a result of deep cuts in the value of the dollar, has formed a group to study ways to sharpen our competitiveness.

Worried在此处作分词还是谓语动词?如果是后者,为什么可以和has formed并列

worried 用作状语,修饰administration.

相当于administration who was worried

岂不是被动,有worry sb. about sth.的用法?

"worried..." serves as a parenthesis to modify the head noun--"administration", not as a passive form.as i konw, "worry sb. about sth." is not idiomatic.

Not exactly, "worried..." can convey a action happened in the past, but "worrying..." is usually employed to describe a action happening now or with a on-going nature.The key point here is to determine the actual nature of the action of "worry".

tocean, i don't agree with u . In this case, worried is used as adj. that means anxious.

If worry is used as verb, we shall state "worry about" eg. Don't worry about the trifles.So no matte how the sentence employes the action happening now or past action, we shall use "worrying " instead of "worried", if worry is consider verb.

In my opinion, "worried" is usually used as adjective to modify a noun and cannot be used to describe a condition on which sb. has done sth.Therefore, "worried" here should be used as an past participle.
