that 指代不明, 这里的capability是指有这个能力去干什么,可以用TO 如果是 be capable of doing something, 就一定要OF 了

A不对的理由是：

is being tested that ＋从句   但是后面的从句缺主语  it

正确的应该是：

...is being tested that (it) could .......

我是这样理解的： that ....引导定于从句，修饰 a new type of jet engine.

that 指的就是主语，所以从句里就不再需要主语

另外，LZ关于capability的用法记忆不正确，应该是：capability to do 或者 capability of doing

因为E的  could 与capability 重复

在GMAT的考核阶梯中THAT从句与被修饰成分的分割是明显错误."罗嗦"比起"奇意"是可以接受的.因为后者会颠覆原句的逻辑意义.
