E also contains the unnecessary they, and it uses the ungrammatical construction consider... facilities are. Grammatically and idiomatically, sound D is the best choice.

第一个问题：

在GMAT中绝大多数情况考的是consider x y，consider x to be y和consider x as y都是不对的。因为ETS要表达的是一种客观、公正、精确、严谨的写法，所以只能用consider x y：认为x是y，不能用consider x to be y（把X说成是Y）和consider x as y（把X当做是Y）。不过最好你还是严格按照OG的解释：当consider作“regard”或"deem”解释时，唯一idiomatic的用法就是consider x y。

P.S.假设你老师说的等式是正确的，三个意思完全相等，那么to be和as也是多余的。按ETS的说法就是：去掉而不会影响原文意思，uneccensarily wordy。

第二个问题：

作“是否”解时一律用whether，if和whether or not都是错的，看到就可以毫不犹豫地排除。其中if错是因为if还有一个意思“假如”，放在这里会引起歧义，而ETS要求严谨和没有任何歧义。whether or not错是因为语意重复。whether就够了，or not多余，像上面说的，可以去掉而不影响原文意思的内容，坚决去掉。
