我选(C), 主要是这句用倒装so adj...........that

至于画线部份为her lobbying for wage and hour reform (that is )persistent 为investigation的同位语

E语序和前面相同，念起来顺。原先觉得SO重复了, 应该是需要的，我同意E了。

如果没有and,那么整个结构就不对了。
