1，应该可以。2，maotian加了逗号，你再看看，没逗号，然后有逗号。不过我不知道这个加逗号的用法。

我觉得，这里的however是用作连词，这样用才与主句“it is difficult to find broad support for a movement toward a minimal state.”不矛盾。
