这道题在做的时候，我觉得根本没有时间去仔细领会它的意思，然后判断provides和permits并列，这样找到B，请问从所有选项中能否从语法上排除其他的。

从A中判断句子结构agreement permits staff reduction,通过的方法是attrition,后面with结构的主语仍是agreement,故increased pension benefit和a special early-retirement program也是agreement带来的。但A错在后面的it指代不明，且很长的一个with结果导致整个句子显得awkward

所以B在引入provides与permits并列后就有效避免了那个很长的with结构，并且把A中it用the attritiion progress代替，使得意思表达明确

CDE的问题都处在那个定语从句上，which的先行词不明确；姑且假设都是修饰attrition的，C中providing 的主语已经看不出了，D中the progress指代不明，E中provides的主语不再是agreement，而是attrition；均有逻辑错误

但对于这里是不是存在speed up和speed的用法区别，不是特别清楚；但似乎在作其他题目的时候能够感觉到ETS不是太鼓励随便加up这个词

A，it 可能指代前面的program,所以指代不明

C,by providing 主语不明，且有被动

D，their指代不明

E,which错，因为原文里面increased … 的主语是agreement，而E里面provides…的主语却是attition

可是，选择B不会改变句子重心吗

我觉得C中，speed的宾语应该是progress不是attrition

    C)应该是有非限制性定语从句修饰发生歧义的问题；但是B) provides 的主语是agreement合理吗？ agreement provides befenits and a program??

同时这个with除了可以理解成修饰agreement以外，也可以理解成修饰attrition的。所以有双解，所以歧义。
