I feel that there should have a 'to' following the so -called answer A. What do you think?

我认为本题的关键在于到底是用seem还是seemed。

原文的比较对想是：charter vacations often turn out to cost $$$ 和 charter vacations originally seem/seemed to cost $$$，在这样一个比较中，originally在时间上暗示了其发生在turn out之前，所以用seemed强调了两者的时间先后关系。至于B中seem后的to，我认为不是关键问题，不加无非是简洁一些。
