is the answer C?
A，    For speeding it up修饰有点问题？我也不知道它可以修什么。
还有就是并列的问题：在这里attrition和program并列,错了吧？
B，    provide 变成了the labor agreement的宾语，不大合逻辑
C，    我选的答案原因1、避免了speed it up代词指代不清； 2、平行比较清楚“increased pension benefits ”and “a special early-retirement program”，多舒服； 3、by providing也避免了动作发出者不清楚的问题（their providing。。。我也不知道their 是谁。。）
D，    by their providing 有点奇怪
E, attrition应该 provide不了吧

发现我写题还是没有章法。。不知道怎么办。胡言乱语了一番，请鸭鸭见谅。
