为什么用advocating不好呢，我查了字典advocate做“主张”来说时，是用ing形式的啊。。。

advocate means to publicly support a particular policy or a way of doing things
argue for means to give reasons why you believe that sth is right
另外说点个人看法，advocate 一般主语是人，这个动作是人发出的， a treatise是无生命的东西，怎么advocate呢？

还有一个点是应当和后面的for changes平行，所以选E，而不选D
