我选A，答案是B，demand只有是动词引导宾从，后面才是BE啊，这里demand是名词吧，reflects应该是动词和宾从的引导者，也要符合(should) be规则？

A中的it是否错在语法上指代budget，但逻辑上应指代money？

还有D项中除了虚拟语气的问题，就是把are变成be，那会不会比B好了？主动优于被动嘛
