如OG所言，A中aimed在这里不是过分结构而是形容词结构，而形容词结构相比分词结构更强调一种状态，而分词结构强调的是动作，从未划线部分的for several years来看，用表达状态的形容词结构比用分词结构更好，所以，C即便满足了平行也不是最佳选项，辨证地看，改后的C比A差，但如果没有A，改后的C是余下的最好的。

看来是人发出aim的动作, 所以212题中只能用过去分词. 请指教.

agree on this. policy is not a human-being and so can be only "aimed" at but not "aiming" at
