答案选E，但是they指代什么呢？one已经指代了speed limit. 且they与one能存于一体么？

所以我选的A，但是equally与as又不搭配。

个人感觉they指前文的the drivers

后面省略likely to exceed

1.首先 likely后应加to ，排除CD.equally likely is redundant.

2.看了半天才明白，current one 是speed limit 与proposed speed limit相对应。they是the drivers.即the drivers will exceed the speed limit as they (the drivers)are (they exceed ) the current one.

This is my personal view.

明白了，这里省略了很多

are (likely to exceed )the current one.

总觉得很怪，加上了likely就是不一样。
