答案是A，没有问题。
想请教：and前面没有逗号的话，能不能连接两个独立的分句？？？

比如下面这个句子：
the financial information presented to them by mortgage applicants should be complete and a prescribed format is followed.
不考虑其他因素，单纯从语法的角度讲，and前面没有逗号的话连接两个独立的分句是否可行呢？

my answer is YES. when 'and ' is expressed 'a result or explanation', the subjects can be different. eg:

I dropped my film in the supermarket for furnishing and they will be ready in 3 days.

In choices A and C, it intrudes between the halves of the compound verb has moved... and [now] draws to introduce a new grammatical subject, thereby creating a run-on sentence:the inclusion of it requires a comma after classics to set off the new independent clause (以此类推，and 连接并列句，如果第二句中出现主语的话，则and前一定要有逗号隔开).

there are three common mistakes of setence structures: runon sentence, fragment sentence and logical fault between sentences.
runon sentence:two or more sentences are connected using comma or not, but they are independent sentences. correction: using conjunction , conjunction adverb , semicom and comma or seperating two sentences using point.
fragment sentence: only dependent sentence. correction: giving up conjunction.
logical fault between sentences: the relationship between sentences that authors try to express, but sentences use wrong conjunction or conjunction adverb. correction: have to understand the sentence and correct them.
