因为C中的that was修饰与它并不紧邻的名词a consistency。that was 紧接在 quality and production 后，如果去掉that was就会误认为once thought to be修饰quality and production ，修饰对象错误，因而逻辑意思发生改变。 think of as后边一般接名词（请见OG 182），think of A to be后面可接形容词。：） 请多指教！

请问，为什么A 里就有animals as thought to be 的修饰歧义;而C 里只能是跳跃修饰a consistency；没有修饰quality/production 的歧义呢？
其实，我觉得这个词的关键是逻辑意思和对as用法的理解，A选项中，as应该起的不是代词的作用（as的做代词用法是固定的比如as...as,the same as），而只能是连词的作用；也就是说，as从句后面的主语是省略的,补足主语，这里似乎有歧义。而从逻辑意思上来说，用that指代consistency更准确。
