逻辑上也应该选E，
            C的错误在于，states 采用限制措施是为了借钱，明显错误。应该是是采用了限制借钱的措施。E  is right

e的很明显的问题就是，后半句wordy，直接用intended to do最简单

个人认为：

to do 比 for doing 好，而且后半句E没有C好，即使是正确的。选最好的最合适的。

关于to borrow money，我认为这个解释是正确的，这里impose limitation on authority of sb to do sth不是impose to do,而是limitation to do...否则，句子逻辑意思不正确。
