8 C中加上that are 使比较清晰。D不能选因为more fuel-efficient small cars 模糊修饰
9 C不能选因为such as individuals是表示举例，和nations不和逻辑。
另外应该不是状语从句，两部分应该是并列的，因为使用的分号。不过我对 A 后半部
分也有一些的不确定，但是另外的选项显然都不对。

另外8题C读起来也更舒服一些，D中their显得多余和AWKWARD。

9中的FOR肯定有问题，这毕竟是流传出来的题目，原题肯定不是这样。你心中有数就可以了。

这个at any time是否包括现在啊？如果是这样的话，ABE都不能够选择的。DE意思模糊

C去掉that are后，改变原意，因为that引起的是限制性定语从句，去掉that are后重心很模糊，甚至重心会改变
