这道题目很疑惑，首先：“   A majority of the international journalists surveyed view nuclear power stations as unsafe at present ”的动词应该是surveyed，使用了过去式，那为什么答案又用think，现在时呢？

动词是view

其次， “they will be or could”，这里把will 与could 连用，也不是很妥阿

could是情态动词，过去式可以表示诸如客气或不确定之类。

再次，我觉得后面这个that，有指代不明确之嫌

that 是think引导的宾语从句的连接词。没有实际意义。但是在gmat中，一般不能省略。
