这题如果用排除法做的话,不难选出答案,我来说说A选项

A是说大多数favor of expanding the rail system的人自己走高速的时候并没有congestion的困扰,所以等那个rail system建成之后他们也不能experience(享受到)rail system所带来的primary benefit(也就是easing congestion),因为他们原本就没有感觉拥挤。而这一类人占了residence的80%,所以会导致goal of easing congestion可能不会实现

明白了,那帮人根本就不会去坐铁路,他们还是会开车的,他们是想享受铁路带来的“优惠“。这么多人等着优惠,拥挤就不会解决。多谢

支持的人既然希望easing congestion 但是他们没有认为拥挤

原本建设铁路的目的是希望开车的人去坐火车,从而减少拥堵。但A说,80%的人并不觉得拥堵,因此即使铁路建好了,他们依然会继续开车,所以建铁路分流的目的没有达到。

我也做错了,prep12的题。再读了一遍答案选项A才明白:
这帮支持修铁路的人"reported less congestion during their highway commute as the primary benefit they would experience ", 意思是铁路修好了其他人去做火车了我开车就不拥挤了,所以他们还是会继续开车啊。。。

第一次做这题排除到最后就剩AE,但是记得之前说选项填补逻辑漏洞,所以一定能一眼看过去就能解释明白,不用二次联想。本来这样看,还是E更直接一点...........
后来仔细读了一下题,注意这句significantly reducing congestion on the province’s highways ,更多的郊区人口进入城市,但是他们都是乘火车进入,不会影响到highways,而文中强调的是80%的人认为扩大铁路系统会减少高速公路的交通堵塞。
