这题如果用排除法做的话，不难选出答案，我来说说A选项

A是说大多数favor of expanding the rail system的人自己走高速的时候并没有congestion的困扰，所以等那个rail system建成之后他们也不能experience(享受到）rail system所带来的primary benefit(也就是easing congestion),因为他们原本就没有感觉拥挤。而这一类人占了residence的80%，所以会导致goal of easing congestion可能不会实现

明白了，那帮人根本就不会去坐铁路，他们还是会开车的，他们是想享受铁路带来的“优惠“。这么多人等着优惠，拥挤就不会解决。多谢

原本建设铁路的目的是希望开车的人去坐火车，从而减少拥堵。但A说，80%的人并不觉得拥堵，因此即使铁路建好了，他们依然会继续开车，所以建铁路分流的目的没有达到。

我也做错了，prep12的题。再读了一遍答案选项A才明白：
这帮支持修铁路的人"reported less congestion during their highway commute as the primary benefit they would experience ", 意思是铁路修好了其他人去做火车了我开车就不拥挤了，所以他们还是会继续开车啊。。。

第一次做这题排除到最后就剩AE，但是记得之前说选项填补逻辑漏洞，所以一定能一眼看过去就能解释明白，不用二次联想。本来这样看，还是E更直接一点...........
后来仔细读了一下题，注意这句significantly reducing congestion on the province’s highways ，更多的郊区人口进入城市，但是他们都是乘火车进入，不会影响到highways，而文中强调的是80%的人认为扩大铁路系统会减少高速公路的交通堵塞。
