1.在这里的falling 是个什么时态？PREP上有解释说是定语从句省略，我不是很理解。如果要区分时间先后应该是have increased和had fallen啊？
2.D选项的独立主格结构应该怎么改，这句话才能对呢？如果是表示伴随原因修饰前面整句话的话我觉得也说得通啊。

falling这里是现在完成时，意思是过去两年一直的状态，前面应该是省略了（have been）

D选项改不了的WITH表示的是从属结构，所以with修饰的是cutting measures这个主语，而后面的after falling 省略了have been ，falling应该是修饰profit才对，但是从语法上说falling不是修饰profit。。

炒个冷饭。。。

OG解释说，这两个动作应该有时间的先后，increased因为during和主句的are所以一定是have，后面的fall就不能是have了吧，是had been吧。。。
