做的时候should应该省略，所以直接就排除了cde,avoidance不如动名词好所以排除a,然后选择了b。可是答案是e，nn帮忙分析一下，这题应该怎么做呀？考点是什么呀？if only什么意思呢？

GMAC现在的题目越来越喜欢拿略为有点问题的，或者看上去很不舒服的选项作为正确答案了。

依然是以句意为根本：

在哪里哪里盖大医院很浪费，仅仅从应该避免重复建设这一点上看（这么做）就是浪费。

B错是因为on the ground of 后面跟的是标准

可以参照下面两个例子看看 on the ground of race是个既常用又标准的用法。

Discrimination between human beings on the ground of race, colour or ethnic origin is an offence to human dignity

The survey clearly demonstrates that discrimination on the ground of sexual orientation and gender identity undermines young LGBT people’s capacity to be socially included and to become active citizens.

所以B如果改为 on the ground of efficiency of facilities应该就没问题了

E真的不容易选出来。我也把它排除掉了，因为if because两个站在一起造成句子结构不完整。但是看了别的坛子的讨论，老美们似乎不觉得这是个大问题，if only仅仅修饰because，与单独的if引导从句不同。

if only在字典上的解释为表示强调某人的意愿（a strong wish），这里应该是强调because从句的内容

这题的主要考点就是 duplication被avoid，所以选项只省下DE，D中的while无法建立与主句间的逻辑关系，所以选E。

看了这个题目还是觉得自己没能完全被说服！非得要强调the duplication of facilities被avoid么？原文的the avoidance of duplicated facilities似乎也是能理解。

我倒觉得C很大的问题是这个solely,翻译过来变成了就因为重复建设，而不是原文说要表达的仅见是重复建设这条上就造成了浪费。

但是E这个IF ONLY我还是不能很好的理解。不晓得NN能提供更多的例子参考么？
