关于这道题的答案其实可以比较容易的排除出来的，可是这道题对应原文中的那个句子却让我百思不得其解吖：
原文16-23行说： Although this approach was preferable to victimizing other geographical areas by taking their jobs, it also had its shortcomings: high-tech manufacturing ?rms employ only a specially trained fraction of the manufacturing workforce, and there simply are not enough high-tech ?rms to satisfy all geographic areas.
其中划线句子当中有个preferable to victimizing ，为什么to后面要接个ing形式啊？我看了下OG的解释是这么说的：the introduction of high technology made it possible for local governments to stop victimizing other geographical areas by taking their jobs.
这里有个表否定的stop，可是从原文的意思来看，我怎么看夜看不出来有STOP的意思存在哦·？难道是Infer出来哒·~？

文中说这个high technology虽然比by taking their jobs来损害其他地区要好一点，但，，，那就是取非咯，意思就是说high technology没有以损害让人利益为代价取得好处，也就是选项E： It does not advantage one local workforce at the expense of another.

楼主最好从大局把握，这个STOP问题好像不足以干扰，

文中说这个high technology虽然比by taking their jobs来损害其他地区要好一点，但，，，那就是取非咯，意思就是说high technology没有以损害让人利益为代价取得好处，也就是选项E： It does not advantage one local workforce at the expense of another.

句子里面的to后面跟的是动名词 victimizing 意思是 这种方式 was preferable to (比……更好） Sth. 这里的sth.就是“victimizing other...”
翻译过来就是 这种方式比起 直接把那里的劳动力给招揽掉 要更好一点 （第一段中的加工企业就是把其他地区的生产力给拉走了）
所以和OG解释里STOP的意思一致了

有一个疑问，be preferable to sth.不是应该表示做sth更好吗，为什么这个地方是相反的含义？我看很多例句都是这么用的
