我觉得第二个可能是 if it were to grow much larger 的省略吧。第一个就说不清楚了。。。

另外，不能保证由于环保节能获得的经济增长会重新投入到类似的环保节能的（生产）方式，原因是在现在的全球市场上，更多的利润可能会投资在老的不节能的工业中。

后面一句是虚拟语气插入语， were it to grow much larger
甚至一个非常环保节能的工业系统，如果变得非常大的话，会比一个小的，不是那么环保节能的经济产生更多的废物和破坏更多的栖息地和物种。
