During the 1960s and 1970s, the primary
economic development strategy of local
governments in the United States was to attract
manufacturing industries. Unfortunately, this
strategy was usually implemented at another
community’s expense: many manufacturing facilities
were lured away from their moorings elsewhere
through tax incentives and slick promotional efforts.
Through the transfer of jobs and related revenues
that resulted from this practice, one town’s triumph
could become another town’s tragedy.
 In the 1980s the strategy shifted from this
zero-sum game to one called “high-technology
development,” in which local governments
competed to attract newly formed high-technology
manufacturing ?rms. Although this approach was
preferable to victimizing other geographical areas
by taking their jobs, it also had its shortcomings:
high-tech manufacturing ?rms employ only a
specially trained fraction of the manufacturing
workforce, and there simply are not enough
high-tech ?rms to satisfy all geographic areas.
 Recently, local governments have increasingly
come to recognize the advantages of yet a third
strategy: the promotion of homegrown small
businesses. Small indigenous businesses are
created by a nearly ubiquitous resource, local
entrepreneurs. With roots in their communities,
these individuals are less likely to be enticed away
by incentives offered by another community.
Indigenous industry and talent are kept at home,
creating an environment that both provides jobs
and fosters further entrepreneurship.

这个题我看了答案还是没明白为什么选E,定位在第二段althrough那句话,althrough前半句应该就是advantage了吧。。。但他说preferable to victimizing...和E是相反的啊~~~

这句话关键在于对be preferable to的理解,这个词组解释为“比。。。更好”although前半句的意思就是这种高科技战略相比牺牲其他地方的劳动力更好。30题的E选项即对“牺牲其他地方的劳动力”取非,它的优势就在于不以其他地方为代价。不知道我解释得如何。

我觉得可以这么解释那个prefer  to victimizing other geographical areas
by taking their jobs:本来prefer doing A to doing B(喜欢A多过喜欢B),现在这个prefer  to victimizing 相当于是prefer to doing B,而省略了doing A这块,因此也就否定了victimizing other geographical areas by taking their jobs
