【请教】额。。 又有一个OG12 RC的句子要请教！

OG12第12篇（第382页）。

第一段第一句话，最后那部分不太明白：“by the treaty establishing the reservation”.

为什么这个地方是“establishing”，而不是“established”？

我理解是：the treaty (that) established the reservation，所以应该是“established”而不是“establishing”。请高人赐教，非常感谢～～！

In Winters v. United States (1908), the Supreme Court held that the right to use waters flowing through or adjacent to the Fort Belknap Indian Reservation was reserved to American Indians by the treaty establishing the reservation.

话说是因为，

establish是用来解释说明treaty的，整个部分是treaty的一部分，用Ing

貌似也可以是treaty that established...但establish一般很少用物做主语

我找了找语法
其中《白勇语法》是这么说的：（第114页）
-ing分词做定语：它所修饰的词一般是分词所表示的行为或状态的主体，从逻辑上看，似乎是一种主语和谓语的关系。
-ed分词作定语：被修饰的此时分词所表示的行为的承受者，从逻辑上看，修饰语与被修饰与之间似乎是一种行为与客体之间的关系。

我的理解是，用established,重点在强调treaty的作用
用ing是重在强调整个动作的作用
