第二段：举了一个例子来印证P1的说法，说英国和美国某一个产业的比较，英国工厂的labor比美国少，但是他们的生产力是一样的。原因是应为英国的labor cost 比较高，而electricity cost比较低，所以他们用electricity 比较多。而美国恰好相反，所以labor 比较多。
考题有一道问为什么英国的labor比较少，狗主选的labor cost > electricitycost
