55.The cotton farms of Country Q became so productive that the market could not aborb all that they produced. Consequently,cotton prices fell. The government tried to boost cotton prices by offering farmers who took 25 percent of their cotton acreage out of production direct support payments up to a specified maximum per farm.
The government's program,if successful, will not be a net burden on the budget. Which of the following, if true, is the best basis for an explanation of how this could be so?
(A) Depressed cotton prices meant operating losses for cotton farms,and the government lost revenue from taxes on farm profits.

题目是不是问哪一项可以解释政府为什么这么做?

题目中提到政府会为将25%的cotton farm转为其他用户的农民提供财政补助。问题问的是为什么政府这么做并不会亏本。

A解释了这个原因,因为在总销量固定的情况下,更低的价格意味着更低的税收,而政府通过财政补贴来导致价格回升,从而获得更多税收收入来弥补这个补助支出。

The government's program, if successful, will not be a net burden on the budget.  Which of the following, if true, is the best basis for an explanation of how this could be so?不会带来预算负担。(就是价格增加要比付给农民的钱多,才能抵销补偿金的成本)

本以为下面的选项里面会有写关于付的钱比价格增长带来的收入增加少之类的话,但是一个都没有。。。。。

只有A靠边。但是我觉得这题别扭。。。。A的解释是向前解释,没有对这个program本身的作用作评价。。。。
