Ans:E。不太了解題目中已經提到 "...and as a result, nitrogen dioxide emissions have been significantly reduced throughout most of the country." 是否就代表converter的功能其實是存在有效的(所以我沒選E)，而本篇目的是要解釋為什麼since 1993 nitrogen dioxide emissions的量減少的不顯著，這是我的理解還請各位解疑!!謝謝~~
