个人理解

D 当对那两座桥收费的时候,大概有20%的人会改道。

本来计划是5年的,少了20%的人,5年就完成不了了。

希望批评指正。

我当时做错了,不过现在想想,也许也可以理解为因为20%的人改道

所以真正的收入并一定不会比以前增加,也就没有什么额外的钱来赞助这个project了
