如C自己说的那样 只能起到postpone的作用 推迟了还是可能会征收高的过路费 无削弱作用

看了楼主MM几个贴子,猜测一下

你是不是刚开始准备GMAT?

如果是的话建议先把OG上的解释看几遍

看懂之后你昨天问的大部分问题都可以解决

prep个人觉得是考前热身做更有效

C 的意思是说:通勤者为了避免受涨价的影响,在法令宣布之后和正式实施之前买了很多票(反正不过期,咱就留在家里慢慢用),  this choice still  证明了该计划有效果-----政府还是筹集到了资金

注意审题,题目要求是削弱该计划的实施效果
